!.....SKU18(3)88 RICHARD SKINNER - REPRESENTATIVE 30 May 1778 - 23 May 1833 from: Skinner Family History American Genealogical Research Institute © Heritage Press, Inc. 1978 Richard SKINNER was born in Litchfield, Connecticut. He completed preparatory studies and was graduated from Litchfield Law School. He was admitted to the bar in 1800, beginning his practice in Manchester, Vermont. Skinner was states attorney for Bennington County in 1801-13 and 1819 and judge of probate for the Manchester district 1806 13. He was elected to the Thirteenth Congress as a Democrat, but was an unsuccessful candidate for reelection to the Fourteenth. He became assistant state judge of the supreme court in 1815-16. Mr. Skinner was a member of the state house of representatives in 1815 and 1818. He was elected Governor of Vermont in 1820, serving until 1823. Following that he became chief justice of the state supreme court and served there until 1828. Richard Skinner died in Manchester, Vermont and was buried in Dellwood Cemetery.
